The Thunder recalled Waters from the G League's Oklahoma City Blue on Tuesday.
Waters was recently upgraded from a two-way deal to a standard NBA contract, but the fourth-year pro looks like he'll still continue to see some time in the G League since the Thunder don't have a regular rotation role available for him.
